I agree with your first statement but it’s not true to say that stuttering will never go away. Some people completely recover and don’t even need to control their stuttering anymore....
I get what u mean, but a lot of is has to do with the anxiety to stutter. When you can take away the anxiety and try to not care so much it will go better. For my personally anyway....
