I think there's a tendency (from ignorance, as it were) to tell people who stammer to just "slow down" or "breathe" or "concentrate" or "think first" or stuff like that......

It's beautiful advice, but its real world practicality varies. When I'm in the middle of a block, I can slow down all I want, but I'm still there with my mouth gaping open making choking sounds....

I've noticed this as well. After the first half bowl or so, I think my fluency gets way better, but by the time the bowl is finished or after a second bowl, I tend to block a bit more. On top of that...
