It's quite the requirements and honestly, unless you're being burdened by costs associated with speech therapy or are unemployed because of your stutter it's kind of a stretch to apply for it. I would maybe be eligible, depending on the time length needed, but I have not and will not apply because in principle, it does not apply to me (no therapy and have a job where it doesn't affect my performance)
