No. Blindness and deafness are disabilities, but stuttering is not. One important characteristic of a disability is that it is able to exist permanently. We don't always stutter or not as much, for example, when we are speaking in unison, singing, and just talking to ourselves. So, it is NOT a disability, I mean I wish it was classified as some disability. Cuz maybe I would already have received a bunch of awards as I always outperformed my normies fellows in school, sports and science competition, work, etc lol
