In Britain the definition of a disability of something that has a "significant, long-term effect on your life". They don't provide an exhaustive list of every single disability, and there's too many to list and they don't want to risk missing anything out (or something new appearing that then isn't legislated for). I imagine Australia would be very similar. Stuttering it just included within that more general definition.
