Speech and language are not the same. Language is learned for sure. Speech is not. If you isolate a infant to language he will not comunicate in any language know but he will make sounds for sure. That is some form of speaking. Hundreds of years ago, when language was not developed yet, the primitive people did comunicate. By growling and god know what else. That was speaking too. Maybe a better example is to compare it with walking. You had to learn to walk for sure but then your body just walk. There is no trying or effort or willpower or anticipation about every step you make. You just walk. Fluency can be RE-learn because you were already born with it. We all do. You had replace it with the constant fixation of your conscious mind.
