I've never seen anyone use "did I stutter" to mean "what I just said was good", to the point where I believe you've just misunderstood what was ultimately meant by the phrase. Although I agree it's use in general is somewhat derogatory to stutterers, it's not massively so and there are bigger things that bother me.
