Hey there - did you end up applying for the credit? From what I read on the eligibility, one needs to impaired in "only" one of the major life activities of life - "major life activities" are defined as activities such as speaking, hearing, seeing, walking, and others. For speech impairments in particular, the condition has to be severe enough so that you are either mute or take longer than 3 times the average speed of speech of "normal" people. A severe stutterer who takes like 10 times longer to speak, for example, should be able to qualify.
