I see where you're coming from. My stutter is also fairly constant , but when I become comfortable with others it becomes less prevalent. However, maybe you should look for situations to practice your speech with less people present? That may help because you may feel less pressure. For example, like when you go to a store, just ask the cashier how their day is going etc. Just take it as slowly as you're comfortable with and eventually it will pay off. Maybe if you're into gaming/art or something do something online like start a twitch stream. That way you can be in control of the situation and speak as little or as much as you'd like.
