I wouldn’t suspect non-stutters have any set of instructions when speaking. However, mechanically non-stutters seem to generate much less tension of the vocal chords while speaking, have a relaxed mechanical manner of speaking. So for a stuttering getting to the point of speaking on on relaxed outflow of air without thought of blocking would be more like a non-stutters. Most speech therapies have resulted in a therapist observing a non-stutterer and stutterer and trying to bridge the two. However there is a mental framework and physical influences that precede the physical mechanics of speaking that is the cause of having enough tension to stuttering. Then a habit is formed and now a PWS has to deal with the mental framework of Stuttering, any physical effects of increase tensions, and the habit that has been formed. So in short I learned to maintain a forward flow of speech by speak with a more gentle soft first word and rode out the rest of the sentence on the outflow of air, then reapply on each breath.
