It's great that you want to improve yourself and overcome your fears. I will talk to you based on my own experience (which may differ from one person to another according to many factors). I'm also a freshman. When I was in high school I was the leader of every project, I was usually the one who talks to stores if we want to buy something, I was the one who took the biggest part in the every presentation and yeah I stuttered like stuttered really a lot, no one cared my teammates never mentioned it or were upset about it. However for me it was hurtful and hard (maybe because I'm sensitive I don't know lol). Every time I stutter badly and see like some people look at me strangely one time I noticed two students talking to each other saying with a smile on their face something like (so we should understand anything from what he is saying ?!). One time a teacher came to me before a presentation and said "we explained to the new teachers that you stutter so don't worry about it". For me it hurt my feeling rather than encouraging me (as I said maybe bec I'm sensitive). What I'm trying to say is that yeah 100% you can do it, it's not impossible and if you strong enough it will help you overcome your fears and be confident. Just know that many times you may feel overwhelmed or tired from it. So lastly, is it a good idea? yes it is. Obviously it's better than spending your college life isolated, afraid and lonely, just prepare yourself that sometimes things will not work out exactly as you wish. Wish you all the best bro
