As a fellow long time stutterer, I am not of agreement with any of that. Fear is not holding me back. Stuttering, on the other hand, is. It is ill advised and detrimental to health to suggest to a "kid who stutters" to do the thing you fear. I, and many others smarter than me, are opposed to this antiquated method. Overcoming "fear" takes baby steps. That might mean raising his hand in class once a month, or once a year. Then gradually moving up from there. Jumping into the fire (i.e., speaking in front of class) is a proven failure that has been researched much more in the last few decades. It only reinforces the fear and makes it stronger! Mental health is progressing and the stuttering community should keep up. Sorry to be blunt, but I am passionate on the topic because it can lead to life & death events.
