My vocal cords are too weak?

My vocal cords are too weak? When I almost “ whisper “ while talking, I can say my words in full with okay punctuation. But when I talk at “ normal “ volume, I sometimes pause mid sentence. Or at normal volume I sometimes can’t speak immediately. What’s the best way to fix this? Any tips?
