Interesting! I'm sure there are outliers to what I described, and we're always learning more about stuttering as time progresses so I don't claim to have the final word on things. I do think that how we define "fluent" can be significant though. I wonder if the fluency we talk about refers more to the absence of clear, perceptible repetitions, prolongations, and blocks - but this fluency is not the same fluency typical speakers experience. This may not be your experience but I think it can apply to some.
