I just always have my phone handy and I'll just give then a "hold on a sec" gesture and type out a quick note on my phone and show them. Quick and versatile. When someone asks my name and I have a block, I'll do the same and just pull out my license. But I have considered sign language or just pretending to be mute. For some reason I've felt like strangers would be more understanding of someone not being able to speak at all vs partially fluent which is how I come across. I'll talk for 5 minutes then out of nowhere I can't get a word out. I'm sure its jarring and confusing on the receiving side.
