That's a basic job requirement. Every recruiter writes that to fill up space. It really depends on the job you are applying for. If it's sales oriented, then you are pretty much fucked. If not, then it's up to the employer to evaluate your worth for the company regardless of your stutter. Fun story: years ago, when I graduated and started to look for jobs. I immediately got hired by a sales company that wanted a door to door salesman for selling books. I told them upfront that I stutter and the boss was like sure no problem. I even took up the offer but left after a day because that was not something I wanted to do. Thankfully, I was on trial basis and did not do any legally binding thing with the company. I love the boss though. Fucking A for giving a stutter a chance.
