I'm not sure if its what you're referring to but I voluntarily repeat some words mostly at the beginning of the sentence but also transition words for the second part of the sentence. That forces my brain to slow down the speech rate and achieve better fluency. It also smooths things out as its perfectly normal for fluent speakers to repeat words as they think about what they are saying, as well as allowing you to lengthen a word to alleviate a blockage without distorting the fluidity. Its like when you're driving, if you slow down, you have more time to deal with obstacles and you will have a smoother ride. Not sure if it makes sense, in my head at least it does...
