No, he definitely did not change what he was going to say. This is a clip of him speaking at a Volvo manufacturing plant in Hagerstown, MD. There are blue signs that say "A Future Made In America" decorating the plant. One can be seen in this video, and more in the video I've linked below. I'm pretty sure he was referencing that slogan. As a person who stutters, I was inspired to vote for him because of how eloquently he spoke during his campaign. Sure, he had a few blocks or stammers that others who don't know any better would label as signs of senility, but we recognize them as techniques he uses to maintain fluency. But, I think he has shown a pretty marked cognitive decline in just the past few years since his presidential campaign. Which I'm sure has an effect on his fluency as well. But, this case is simply him misspeaking.
