I would bring it up before the interviewer starts asking you questions about yourself. I don’t think it’s too assertive to do so. I do this when I have an interview. Let the interviewer speak first but once you notice the interview officially starting, just say something casually like “By the way, just wanted to inform you, I have a slight speech disorder/impairment. It’s involuntary and sometimes my speech gets interrupted. Just letting you know”
