Fluent, in this context, means to speak without a stutter. I rarely ever stutter. Sometimes if I'm extremely tired I can have an instance of disfluency. A three or five second block. But today it's the exception as opposed to the norm. Most days I'm as fluent as the average person. I work as a dispatcher, and I talk on the phone and radio all day long. I only speak one language. English.
