Part time text to speech should be allowed for those with long blocks. So you'd speak as fast as possible and get a few blocks that last a few seconds, but as soon as you hit a block lasting longer than 10 seconds, you switch to text to speech. Text to speech should be allowed anyway to accommodate people who can't speak.
