I'd consider it a mild disability. Doing things that others find easy is more difficult - depending upon severity you might consider certain things not really possible. "a physical or mental condition that limits a person's movements, senses, or activities." The point is - a stutter gets in the way. That said, stutterers can live full and rich lives. Just the same way anybody else with a disability can.
