Is stuttering a mental disorder?

Is stuttering a mental disorder? Stuttering is listed as a mental disorder under the DSM-5, and i think calling it a mental disorder is pretty accurate since it's proven that it's caused by deficiency of dopamine in the speech parts of the brain, so what do you think?
