Hey, stuttering sucks. I had an incredibly supportive mom and dad and it still sucked every day, so I can't imagine how hard it must be for you. Have you tried talking to your dad about how it makes you feel when your mom hits you? There's no excuse for her doing that, and at the least you should explain to her that it only makes it worse. Stuttering is a disability, so your school will have free resources like speech therapy that will make a huge difference in how you speak if you keep at it. You should meet with a school counselor and talk about your stutter, and how you're treated in class and at home. Stuttering is a lot easier to live with when you have resources and support, and it sounds like you don't have any right now, and that's making it much tougher than it needs to be. Your stutter isn't going to go away, but it's super possible to improve your fluency and live a good life in spite of it. As far as people making fun of you, that will eventually go away. Kids get more mature, and until they do, it's best to just ignore them.
