Perhaps there is. One of my known PWS was even a stuttering baby who couldn't cry out aloud bc he inherited his grandpa's stuttering genes(although I dunno if that's true really when it comes to whether stuttter can be inheritable or not). That's one example of PWS who has stuttered since forever.
