I think it's a confidence problem. Maybe that friend feels more confident in who he is and doesn't let his stutter hold him back, resulting in a louder, more confident voice. I also have a stutter but I don't really care what people think about it so I've never received a complaint about being too soft spoken. Hopefully this helps
