Is this considered a stutter or just a slight mess up

Is this considered a stutter or just a slight mess up This started in 5th grade I’m in 7th now.Almost everyday I stutter when talking regularly to my friends. For example, i say “wuh wuh what” like I just mess up on almost every sentence and sometimes when I talk I have to pause since sometimes I need to catch my breath since i feel the stutter about to happen? Is this a stutter?
