Speech therapist Tim Mackesey gave me an incredible lightbulb moment when he said to basically talk in short segments, while breathing normally, sometimes taking a breath before saying the next part. It’s hard to explain but once I tried it, it worked! Especially when reading aloud around others. I’ll link it below. Another tactic that helps my fluency is to read one sentence ahead of what I’m saying, it sort of tricks my brain into being more fluent and blocking less. Hope this helps!
