That is certainly one way of looking at it, yes. It's a very common one. However, agency verbs require an agent, and the brain is definitely not an agent. That's where the issue with the common or "mainstream" language arises. It's the organism (in its environment) that _knows_. Whatever we call "brain" is a part of that whole thing (which is a general mereological point in itself). Language is tricky here, because language use habits sometimes makes us think via models that don't really apply properly to the world we live in. :)
