So no, it's not a technique. It's at best something that might be of benefit to someone sometimes (for various multi-parameter reasons that aren't linear), and at worst it's complete hogwash. What you're describing is but one theory approach to stuttering (and stuttering management). There are many. We're not done researching the phenomenon yet. Anyone who tries to tell you differently is either lying to you, trying to sell you something or both.
