Why does speech therapy barely work for most people?

Why does speech therapy barely work for most people? A lot of people here in this sub said they’ve had a stutter since they were a kid, and it didn’t go away or even get better through to years, even with therapy. Same for me, therapy did basically NOTHING. Why is this? Is it just a brain ‘issue’?
