100% it is most certainty a disability, " Stuttering is the only handicap people still laugh at" - Joe Biden I've always wondered why that was. Why people overlooked it as a disability. I have my theories but not entirely sure. For the longest time I refused to admit it was an disability, I saw myself as a normal person and as a result we brutally hard on my self every time I slipped up. Not victimizing myself, realizing its a disability at no fault to my own has helped me deal with accepting it and coping with the negative emotions that come with it. Normal people will never understand how frustrating and depressing it feels to not be able to express yourself freely, and to always be fearful of getting stuck. However, thats at no fault of their own either, they're not us and that's fine
