I definitely is but I don't know at what severity. I'd think the majority of people who stutter wouldn't be considered disabled. Even though we all know stuttering has a significant negative impact our lives. I think anything less then a moderate stutter by itself (not counting mental health issues and things caused by it) is not at the level is being incapable of leading a completely self sufficient life.
