If your teacher doesn't care, go over their head to the section head or even higher. I got full exception from all speaking exams. I also got 25% extra marks on all your exams, and was offered a scribe (I tell a member of staff what to write, and they write it for me), which I refused. So evidently something got lost in translation but I got the exemption I was looking for.
