Possibly. It might depend on the stammer's severity. It's sometimes a gray area but generally classed by stammerers and stammering orgs as "yes, it's a disability". And the DWP/PIP disability authorities in the UK are getting pretty infamous for being some of the vilest people around. They're already in enough legal suits over the way they handle disability examinations as is with more visibly disabled people.
