I heard in some places, stuttering is considered as a disability (or say differently-abled?) and they get the same benefits as a disabled person. I consider my stuttering as a disability, yes. Because I can't speak fluently like most of us (99% population) can do. Which is a major flaw. Because speaking is one of the most important thing for humans. We are not like animals who don't speak verbally that much (except making some noises, lol, it's their way of communicating I guess) (and I think, humans voice may seem like noise for animals who can hear)
