Wow you seem very self aware to realize your stutter going up and down based on your emotional state. Most people can see that but they still reach out to learn techniques. You said you've been down that path and the results have worn. My guess is what has stayed consistent is when you feel positive, you stutter very minimal or nothing at all. Or when you are alone, or talk to a pet, your stutter is very minimal again. That proves you are able to talk and theres a deeper root cause of why you stutter that isnt being addressed by a speech fluency technique. It's quite simple once you understand it. I had a severe stutter a few years ago but addressing the deeper cause, letting go of speech techniques is definitely the way to go and be free.
