I would say that stuttering and stammering are a disability because of the large impact they have on the social life of an individual plus the fact that they can lead to more severe problems like depression. Having said that, until it is officially considered a disability by the government or international institutions, I would not select the "I have a disability" option in any application/questionnaire.
