I don't think you should exclude her from speaking requirements. It might be the nice thing in the short term but will not help her develop confidence about speaking. What I think would help most is showing her great support when she does speak, smiling etc. I remember back in French class, one of my most hated subjects because of all the speaking, I had a teacher who always seemed to light up when I answered questions, and that made me speak more.
