In the United States a disability is defined as something that interferes with a major life activity. That’s a loose definition and some things are more “obvious” than others. Several courts have interpreted this to include stuttering. I identify myself as having a disability because I truly do. I also belong to a disability resource group at my employer and no one has ever ever questioned it. I’m very surprised Canadian laws on this would be so different!
