As accessible as possible, yes. For it to be effective, as a resource of the community, we'd need to have some measure of moderator backup, I think. A sidebar link and/or sticky post goes a long way towards nudging people in the right direction. That'd be a good place to start (note that I'm not of the inclination to establish anything myself - I just appreciate the constructive potential).
