If I'm making a totally random phone call to someone I'll never meet in real life, I do put on a mock Newfoundlander accent. It works for short interactions that I can be anonymous for. I wouldn't/haven't tried it in real life. Like many things I've found, I'm sure the effectiveness wears off over time (and would seem silly, unless you put on the accent well).
