House Rules I’m just watching the live debate in the House of Representatives. As each speaker is recognized, they are told that they have (so far) either one or two minutes to testify. Each speaker since I’ve been watching has carefully prepared their testimony in advance, and each seems to launch right in the moment that they are recognized, and in some cases, speak quickly. This could be problematic for a representative who happened to stutter. In such a case I would like to think that appropriate accommodations would be in place…
