No, but if you are suspected of a crime try and let the officers know about your stutter, so they don't think you're just not answering them or something. I sometimes wear a medical bracelet to point to. I was in a small car accident a while back, and when the officer came he asked for my name and I couldn't say it. He thought I was in shock or something and was telling me to breathe. They'll pick up on it. But no one is arresting you for an immutable characteristic, that would be discrimination and highly illegal. You're fine.
