It's subvocalization. We say the words in our head and minor movements in the larynx and speech muscles occur. Yes we do speak a little better after reading because everything involved is a little fired up to speak but the real benefit in my opinion, especially speaking out loud, is that you feel the sensations and rhythms of fluency. It won't fix things but it can help.
