What makes Stuttering so funny and cute in the media?

What makes Stuttering so funny and cute in the media? Seriously, why is it constantly used as comedic affect in shows or to make anime characters look cute or weak, like it’s so confusing. I had someone call my stutter cute and said they wish they had a stutter. I guarantee you if a show were to use a person with a fake leg a comedic affect it would have gotten a lot of backlash and probably got canceled. But what’s with stuttering? It confuses me.
