Employers aren't looking for every single one of those requirements to be met, they know it's not practical. So apply anyway, especially if you know it's a job where 'excellent communication skills' actually aren't vital. For example, most office work doesn't actually need you to be excellent at communicating, just capable of communicating - which you are no matter how badly you stutter.
