Being born with it is not a suitable description. Newborns can't speak and so they can't stutter. Stuttering may manifest as a child is learning language and speech, and that's developmental stuttering. The -genic suffix refers to genesis, defining the origin. Neurogenic stuttering has its genesis in the brain in the aftermath of disease or brain injury, and is used to describe people who didn't stutter prior to the event. Psychogenic stuttering has its genesis in the mind in the aftermath of emotional trauma, and is used to describe someone who didn't stutter prior to the event.
