Yup - I grew up bilingual (english and russian). I speak both at native speaker level, and I stutter in both languages. So when I speak Russian with russian people and I stutter, they all think I forgot the words. When I speak English with someone I haven't met before, they always ask me where I'm from even though I don't have a strong Russian accent or anything, because people mistake the stutter for an accent or lack of English proficiency. I don't worry about it too much though, because it's obvious after a few minutes of conversation with me that my vocabulary and sentence structure are perfectly fine, I just have a mild stutter here and there. People get used to it and then it's not an issue.
