The way second language acquisition alters the ways our brains retrieve the proper word is endlessly fascinating. I studied linguistics a bit in college, and while I'm by no means well-versed in the theories, my base understanding is that pulling a word from the proper place in our brains is a different process than actually speaking the sound or syllable. Stuttering is a physical disruption most of the time, not an inability in the mind to think of the sound. Or is there a division in the camp of what causes stuttering? Is it rooted in the brain or is it physical (an issue with the vocal cords, larynx, etc)?
